The Cercle Europe et Politiques Sociales brings together organizations such as mutuals, cooperatives, associations, foundations and social protection groups to which it offers the possibility of discussing European social issues.

Social Europe is a great European challenge at a time when the internal market is celebrating its 30th anniversary. At the heart of this space, the actors of the social economy have a central role to play.

Social Europe must be an ambition to build a community of united Europeans. On the strength of this conviction, the Circle aims to share reflections on the conditions for achieving a social Europe, allowing the actors of the social economy to develop.

It offers a place for discussion with European decision-makers and information on European social policies in their diversity, from sustainable finance issues to societal issues. It offers its members a weekly watch on European issues for the various sectors concerned and a monthly lunch with a decision-maker in Paris.

The Cercle was created by Stéphane Desselas and its Secretary General is Cheima Zaizouni.

What actions should be taken to ensure European resilience in the face of climate change challenges?

On September 9, we welcomed Jan Dusik, Deputy Director General for Climate Action at DG CLIMA, and Magdalena Bos-Levandowska, Policy Officer in charge of adaptation. This discussion highlighted a worrying observation:Europe is warming twice as fast as the global average;Natural disasters are increasing (fires, floods, droughts), with an estimated cost of €44 billion per year;Nearly 75% of economic losses are uninsured, revealing a major protection gap.Inaction will always cost more than investment in adaptation. What European responses?The European Commission is placing climate resilience at the heart of its strategy, with several strong announcements:✅ The concept of “Climate resilience by design,” to integrate resilience into infrastructure, the economy, and public policies. ✅ The preparation of a European Climate Resilience Plan (2026), built around three priorities:1. Protecting prosperity and infrastructure,2. Strengthening citizens' security,3. Preserving Europe's competitiveness and strategic autonomy. This plan will be based on:🔸 An educational document to better inform and raise awareness among citizens in the face of misinformation,🔸 A legislative act to clarify the framework, harmonize risk assessments, and define shared governance,🔸 Digital tools to help public and private stakeholders anticipate risks,🔸 The development of blended financing, as public finances alone will not be enough,🔸 Increased involvement of the insurance sector to develop appropriate and affordable products. Next stepsA public consultation in 2025 to inform the development of the planThe publication of the European Climate Resilience Plan is planned for 2026. 💡 Adapting to climate change is not a cost: it is a strategic investment. It is simultaneously a response to risks, an essential protection for citizens and territories, and a lever for competitiveness for European businesses.
